Scorpio (October 23-November 21) is hands-down the kinkiest sign due to their ruling planet of Pluto, which controls all things taboo, secretive and hidden.  They are a fixed water sign that is deep, intense and magnetic, though this power can turn vindictive and manipulative on a dime with little warning.
